Two in Magistrate Court face multiple charges


Two individuals, a man and a woman, were in Lewis County Magistrate Court recently to face a multitude of criminal charges.
Michael B. Norman, 24, of North River Avenue, Weston, was charged with failure to stop at stop sign, failure to exercise duty upon striking a fixture, failure to exercise duty upon striking a vehicle and driving while license was suspended or revoked for DUI by Ptlm. J.I. Minney, WPD, on Nov. 20, 2017.
The charges were filed after Norman was observed driving erratically, disregarding stop signs and striking a vehicle on Center Avenue and a stop sign on Fourth Street.  
On Dec. 21, 2017, Norman was charged with possession of a controlled substance/Methamphetamine and obstructing the police by Ptlm. S. Carlton, WPD.
The charges were filed after police, investigating a report of a stolen vehicle, located Norman in a gravel lot beside Robert L. Bland  Middle School. He had been driving his father’s vehicle without permission.
When police instructed him to exit the vehicle he locked the vehicle doors. The police were able to reach in and unlock the vehicle and Norman refused to obey commands, became combative and was pepper sprayed. While investigating, police found a bag containing Methamphetamine and a smoking device inside the vehicle.
On Jan. 12, Norman was charged with destruction of property by Deputy J.A. Turner, LCSD for damage done to a holding cell at the Lewis County Judicial Annex where he was being held for appearance in court.
On Aug. 1, under a plea agreement with the state, Norman pleaded guilty to the charges of failure to exercise duty upon striking a vehicle, driving while license was suspended or revoked for DUI, possession of a controlled substance/Methamphetamine and destruction of property and the remaining charges were dismissed upon motion by the state before Magistrate Michael R. Gissy.
On the failure to exercise duty upon striking a vehicle charge he was assessed court costs of $160.25 and was given credit for 10 days of incarceration prior to entering his plea as jail time.
On the Driving while license was suspended or revoked for DUI he was assessed a fine of $100, court costs of $160.25 and was sentenced to 30 days of incarceration with credit for 30 days served prior to entering his plea as jail time.
On the possession of Meth charge he was assessed a fine of $100 and court costs of $160.25.
On the destruction of property charge he was assessed a fine of $100, court costs of$160.25 and was ordered to pay restitution in the amount of $100.
Victoria F. Delaney, 28, of Stonepot Road, Lost Creek, was charged with trespassing by Deputy J. S. Tonkin, LCSD, on May 18, with third offense driving while license was suspended or revoked and trespassing by Ptlm. J.I. Minney, WPD, on June 4 and with destruction of property and unlawful taking of a vehicle by Deputy  J.A. Turner, LCSD, on June 4.
On May 18, Deputy Tonkin was dispatched to a complaint of trespassing on Harrison Avenue. There he found Delaney and instructed her to leave the property at the request of the property owner. She began to walk away, but then returned to the property after being told to leave.
On June 4, Deputy Turner was dispatched to Jane Lew on a stolen vehicle complaint. The victim reported that his truck had been stoled from the Jane Lew Truck Stop. Later the truck was found on Minnich Street with Delaney inside. Two business signs on the truck had been removed.
Also on June 4, officer Minney was dispatched to Minnich Street on a trespassing call. Delaney was asked to leave a property there and did so.  Later police were called to the same residence. Delaney had entered the home through a back door and was hiding in an upstairs closet. Police found her there and took her into custody.
On July 25, under a plea agreement with the state, Delaney pleaded guilty to driving while license was suspended or revoked and destruction of property and the remaining charges were dismissed upon motion by the state before Magistrate Gissy.
On the driving revoked charge she was assessed a fine of $150, court costs of $160.25 and received a 90 day jail sentence. On the destruction of property charge she was assessed court costs of $160.25 and received a 110 day jail sentence with credit for 53 days served in jail prior to entering her plea to be served concurrently with the sentence for driving while license was suspended or revoked.
